Indicators of normative attitudes in Europe: Welfare, the European Union, Immigration and Free Movement

This working paper forms part of a larger research project that explores the joint role of national welfare institutions and societal attitudes in shaping EU member states’ positions on free movement.
The authors look at European citizens’ normative attitudes in four broad areas: the welfare state and work, European identity/citizenship and the EU, immigration and free movement. The paper analyses how normative attitudes in those four areas have varied over time and across the EU/EFTA countries and identify attitudes that appear to have the highest potential to generate political conflict in matters relating to free movement.
